Without a musicologist online it is difficult to get a definitive word here, 
since these are original plates, there is an equal chance that they were both 
originally written in this form, and pedal added when they were collected....to 
make them accessible and interesting to the bold warriors of the organ who play 
with both feet!

It is rather common for works to be published individually and then put into 
collections at a later date...was this the case here, do you think, Carlo?
