Mike,
Please do not hesitate to share copies of state laws provided earlier with the 
attorney.  Most of them have are quite brief - less than a page.  It only 
requires a sentence or so to exempt model rocketry from fireworks.  It does NOT 
require a rocket scientist :)

Exemplary language from the State of Texas is as follows:

§ 2154.002. EXEMPTIONS.  This chapter does not apply to:
                (1)  a toy pistol, toy cane, toy gun, or other device
that uses paper or plastic caps in sheets, strips, rolls, or individual caps 
that contain not more than an average of 25 hundredths of a grain of explosive 
composition per cap and that is packed and shipped under 49 C.F.R. Part 173 
(1996);
                (2)  a model rocket or model rocket motor designed, sold, and 
used to propel recoverable aero models;

Monday I followed up with Senator Kehoe's San Diego staff member Mryna
Zambrano.  She received my email and suggested that I also contact my
Assemblymember Toni Atkins and Assemblymember Marty Block.

I've had a lawyer friend take a fresh look at the text and he'll get
back to me in a few days.

I'll be off to TARC finals on Thursday with the Clairemont HS team.
I'll have my laptop and can keep up with emails.  Anyone can always
call me on cell.
