[roc-announce] Reminder about lakebed access.

One VERY important note: Please use the "Official" and recommended road at
milepost 49! Some of the lakebed ruts have been eroded by the rains, and
other access areas are not in good shape.

 Watch for ruts!

In particular, do not use the "straight-in" track, because it is in poor
shape.
