[rmaexpress_help] RMAExpress 0.3 released

Since there has not been much complaint of any kind recently 

RMAExpress 0.3 Release is now available and becomes the current stable
version replacing 0.2.

Changes since 0.3 beta 1 release

New Features since 0.2 Release include
- Ability to visualize residuals for quality assessment purposes.
- Ability to output natural scale expression values
- A console application for non-interactive batch processing
- A number of trivial and non-trivial bug fixes
