Many modern NICs do allow software to specify the MAC address, so my
place of choice to start would be the network card driver itself, or
ifconfig's interface to it. I would be surprised if this can be done
without requiring root privileges, though, as that would open a whole
silo of worms. Everything from packet spoofing to DoS with a
constantly changing MAC address would become trivial.
