Your calculations are not right. You need to account for the inefficiency of
the power supply and power regulators circuits. For example, a good power
supply runs at around 70% efficiency, with the best running around 80%. Its
about the same for power regulators on your motherboard.
Today's average desktop consumes around 250-300W of power. Of that, only
60-70W account for your processor. The reminder of that goes to power your
RAM, motherboard, drives, monitor, and whatever peropherals you might have.
Even if you move to a VIA C7 (which is slower than what your A64 when its
throttled down), you won't see some big improvements in power consumption
from the entire system, since you seem to be planning on reusing the same
components from your current setup.
