I haven't done the math, but have you looked into CPU frequency
throttling? My Athlon64 3000+ is currently running at half speed (1
GHz clock frequency, which is as low as it will go without playing
tricks), about 15°C above ambient air temperature and with only the
chassis fan running, blowing air past the heatsink. The system is set
up to raise the CPU working frequency if utilization goes above 60%,
and this provides me with a very good compromise between processing
speed, noise level, and heat dissipation / power consumption. The CPU
fan gets turned on when the core temperature rises more than a few
degrees above the roughly +35°C the CPU idles at, leaving that fan
turned off most of the time. It doesn't get the temperature down much
further anyway.

Of course, if you want a system that draws something like 20 watts
(that's a little under 0.1 A at 240 V), you are going to have to look
in rather different directions as someone already pointed out. All in
all, my system probably draws in roughly 200-300 watts of AC, plus the
monitor and a few other external peripherals with their own power
supplies.
