Hi i'd use sound forge, audacity or even windows media player but I don't like 
using it much.
If the speech is only for your own reference then 64 kbs will be fine but I 
wouldn't normally go much lower than 128 even at that you can hear the 
distruction of the audio.

  i have 114 mp3 file, that i need to decrese there resolution, they r in 192 
kbbs, and i need to decrese them as they r  just speeches, and i need to put 
them on my phone, so i think if i make them mono not stirio, and 64 kbbbs, will 
they be good?
