Are these individuals going to be uploading files of their own? Otherwise, if they are just downloading books you post, then they just need access to a public folder. You would set your folder up as a pub folder and give folks access to it. That's going to work pretty much the same way for any system you look at. It all goes back to operating system level and how permissions are granted. The other alternative would be to utilize an existing web server of your organization. You will still have to deal with permissions &c, but you may end up isolated from the technical aspects of that. It depends on how your web site is managed. If they are using some sort of CMS (content management system) the web master could make this pretty easy for you. There are a myriad of such systems: Drupal, Joomla, TikiWiki, Plone and many many more. Even some of the blogging systems get lumped into this category, but technically they aren't CMS.
