My earlier message from yesterday contained an error, I apologize.

The triple click home setting is indeed in Accessibility, you don't have
to go into the Voiceover settings.

When you tap triple click home off, it will be turned on, and then you
will be given the opportunity to set the action for the button, which
you can set to toggle voiceover.

This does not effect the three finger double tap to mute Voiceover.
