[radioexplorer] Version 2.3 Release

Greetings, Radio Explorer user!

Version 2.3 is now available for download.

Marianne Angeles and Peter J. Edwards MW5ARR (see the picture of them at
http://www.radioexplorer.com.ru/inyourlanguage.html ) have been the primary
contributors to this version, which adds support for Spanish as an interface
language.
