Hello Paul,
i don't know the english name for it, but it seems right. The one i used has a
conical shape. Maybe the picture explains more. (diabolorubber.jpg)
The purpose is to damp the steering movements so you place them between the
pivot (which turns with the frontend when cornering) and the fixed main tube.
Again maybe the picture explains itself.(diabolo.jpg)
At "Webwinkel" you were almost there, look for "onderdelen" and select
"diabolorubber".
