I am 190 cm and I'm thinking of using a seat angle of 30 deg. What is the relationship of rider height to wheelbase? I assume just fitting the body onto the bike? I'm currently in the process of drawing my ideas to scale to insure everything will fit on board.

Yes, just fit the rider onto the bike and leave some clearance for the rear suspension (if any). A longer wheelbase increases the turning circle but also decreases the front wheel slip at steep uphill roads.

Wheelbase depends on your body height and the seat inclination. I am 180 cm tall and my P3 has a WB of 129 cm. Seat inclination is 35 deg.
