That's the reason why I build my front fender !
If you use 26" wheels it's very near to your legs (inside) and it's depending of your inseam lenghts (if they are long enough or to short). If your inseam is short you better use 24" or 20 "" wheels for the front part . Look at the wiki page Dirk has worked out some comparative lists: http://en.python.data.he-hosting.de/Wheel_Sizes.
But if the fender is made good enough (glossy) I think it's no problem .
I have no problems with this at the moment.You also needs protection between the front wheel and legs especially if you're sitting low . I crashed two times, one time heavily and I jumped over without touching anything of "this" parts, only my ellbows were quite blessed and I bought protections for them.
You also need a front fender to avoid the raindrops projections.
