Hello Jaime,
Tobias Gommel has built a python with really fat tires. See attached
picture. I think that apart from such a 20" front wheel there is no
other realistic solution for your inseam length.
On this page http://en.openbike.org/wiki/Pivot you will find a brief
overview of steering pivot solutions. Ordinary steering heads have
already been tried. A friend of mine has one and there is no sign of
wear or play yet (1000 km), so I would give it a try.
