Howard indeed made the rear wheels extensible for better stability.
Unfortunately I don't have much more information, but I will try to ask him.
PS You are famous: there are a couple of references to Pythons in the
new English third edition of Gunnar Fehlau's The Recumbent Bicycle.
Didn't knew that. What do they write?
The funny thing is, that the very first edition of Gunnar's book "Das
Liegerad" was my first source for reading about recumbents back in the
late 80ies.
