If snow is your concern, such a complicated setup with multiple
chains and tranfer gears is probably a bad idea since it can
freeze or get filled with snow.  It would probably be better
just to make the seat a little higher so your legs cross over
an arc of the front wheel and not the whole diameter.  A higher
seat would probably also allow you to design the frame for
better ground (snow) clearance.
