[python] Python and steering

Hi
I have a Question about Python's , why have all the python's the steering
down the driver and not above .
I know that under steering is more practical for the design of the python ,
but has the balancing also something to do with it ?
I Am making a directdrive bike ( see photo ) , but I can't drive on it .
I tried 'several angels and other thing's .
So I was thinking perhaps I have to make under steering .
