[python] P4 Steering Pivot

I finished the pivot today and placed some
pictures on the modifications page.

Next I will weld the 40x10 front frame tubing to
the pivot shell.

The tapered roller bearings are bigger and heavier than the
angular contact ball bearings that Eduardo used, but as they
were taken from old car wheels they cost me nothing.

Although I would consider Eduardo's solution
"state of the art".
