I think I know what you mean: The 26" wheel with the taped fender is the source of the problem! This arrangement is very prone to crosswinds which makes me nervous at speeds above 50 kph.
Some years ago, when I made my first big downhill with the P1 and without the taped fender, I didn't have a speedo, but a fellow riding behind me said, I was faster than 70 kph. Later I thought that his speedo was wrong. 

Did I get you right?

I add here the pictures made on the last trip of the speed dial each
time a new record was broken, but there were many times in Skåne -
Sweden (lots of hills) where we came close to the 60kmh range, and none
of them posed a special problem.
