inflatable outriggers are surely an option.
Also the idea of inflating them with pedal power.

Replacing the MTB of the shuttlebike with a
recumbent would surely be an improvement.
I recall that once Greg did a similar thing with his
Kettwiesel trike.

But  to me "amphibian" means that the bike should
be floatable without further preparations.
