I considered using a small rear wheel for a long time (you can find
that in the archives) but in the end I chose for a 26" wheel mainly
for compatibility - I would use it in foreign countries every year,
and not all countries sell all tire sizes. 26" is the most common one
and I don't want to be carrying around 2 spare tires every time I ride
for a longer time.
I definitely agree though that if you use your python for local use,
you're much better off with a small rear wheel - what you say, a
shorter python, but you can also use a shorter wheelbase (basically
more agile).
A 20" wheel is much stiffer than a 26" wheel, so in an unsuspended
bike it might be quite uncomfortable.
