I think it is only a design concept and I doubt that it would be a good ride:
As Pascal mentioned, the steering pivot angle seems way to small and so wheel flop will be annoying. Also the low BB might cause the pedals to hit the ground in curves. Not to mention the bad traction because of the high CG, bad performance and high air resistance.
