Kodak always recommends half way through the fixing
process. If you are using a two bath system this means until
you transfer the prints to the second bath.
I think this is overkill, the emulsion will have been
desensitized within a few seconds in the fixing bath but
there remains a slight danger of some photolytic silver
being generated by the light. This is the same reason that
Kodak recommends carrying out the bleaching of prints for
sepia toning under a white light. The chances of this in
either process is almost nil if the room light is dim.
Photolytic silver is silver generated directly by the
action of light on silver halide. It is the kind of silver
produced in silver halide printing out paper and is one
cause of partial reversal although the usual "solarization"
effect depends on some active developer being in the
emulsion.
To be on the safe side I would wait until the half way
fixing point except for prints you know are throw-aways.
