Bob, Thanks, so right you are. I noticed another typo, also I should
have mentioned the exposure time for the proof sheet should be the
minimum to achieve maximum black at the film edge.
I suffer the fog of working on my correspondence late in the evening.

 Janet try comparing the clear edge of your negatives you are in
question about with some of your other negatives of the same film. If
you notice an increased in density it may be either chemical or age
related fog. 
If your shadow detail is none existent or weak your film may be under
exposed more likely than under developed. Film with reduced development
usually will require more exposure. Try to make this determination with
film that has recorded a day light scene with a soft shadow. If your
proof sheets are exposed long enough at grade 2 or 3 then developed to
produce a black film edge you can gather an understanding of film
exposure, and film development. 
If the shadows are with out a hint of detail you might consider
increasing exposure by doubling the ASA. If your high lights wash out
and lack gradation you might consider reducing film development by 20%
or 10% if using T-Max style films. If your high lights are gray you may
be under developing your film. I suggest you use fresh film, paper, and
developers to eliminate errors caused by age. This might take a few
tries to get it dialed in. The proof sheet exposure will remain nearer a
constant once you get your film exposure and development under control.
The reason I suggested grade 2 or 3 exposure is to prevent the problems
that my crop up with lower grade exposures being unable to print black.
This can lead to another discussion sometime.

I use HC-110 and am a big fan.  I mix it as I am about
to use it, and use it one shot.

For some films I use dil B (1:31), but when the
development times get too short, I switch to dil H
(1:63) and the times become more comfortable.

I measure the syrup with a syringe that I get from a
local feed store, they are cheap and make the
measuring of syrup quick, neat and easy.
