Does anyone know what the solvent could be for the common phosphorescent paint that is for sold darkroom applications? I have a small jar of it that has dried into a solid mass, and would like to refresh it into a useful
state.

Try Xylol AKA Xylene, available in hardware stores. The paint is probably a lacquer and this is the right solvent. You can probably test it using some solvent on the end of a cotton swab.
