Well let me throw my best guess in there too.  First its about a 2 stop over exposure based on the box.  Yet as another poster commented I and I agree that most negative films are really rated too fast, so that makes it about 1 stop.  Now the rule of thumb I recall (and correct me if I am wrong by all means) is that for the old school films like FP 4 an 5 its 10% of the development time per stop, and the new tab films like TMax its 5%.

So I would aim for a one stop pull and it should get you close enough that you can get good printable negatives.  It will be lower contrast, but for some subjects that will be a plus and if not you can increase the contrast some with filtration at printing if need be.

I would reduce the development time by a factor of 1.4 ( 1 stop); so
divide 11 by 1.4 which would yield a time of 7.8 minutes.

I would shoot a test roll of similar subject/lighting and develop
that first to be sure and adjust accordingly.
