How long should you resoak the negatives in the wetting
agent? I rewashed them and then resoaked in wetting
agent for about half a minute. This didn't work. Maybe
I should have soaked longer?
The film is Ilford HP5+ and FP4+, which is usually pretty
reliable film. Maybe my stop was too strong?

Resoak for perhaps two minutes. That should be long
enough to saturate the emulsion and backcoating. Wetting
agent is supposed to eliminate water spotting! I've used
both plain Photo Flo and the mixture with alcohol for many
years without problems.
Ilford is pretty good stuff but they have had
occasional coating problems. However, if you are getting the
same effect on two or three kinds of film it pretty much
eliminates the film itself.
I agree with those who advise going light on the Photo
Flo.
BTW, how do you dry? Presumably not on the reels. I
hang roll film using clips and sheet film using wooden
clothes pins.
