That is the reason that "airplane" cement like the original Duco cement, is no longer available off the shelf. I don't remember what the specific solvent in this stuff was but it could produce a sort of "high" when sniffed and kids would concentrate it in much the same way as bagging. Eventually it attacks internal organs and can kill. I also remember a more recent story of kids getting high on hair spray, also from the propellent.
