Something to look at. Two ways. Any change in water supply must have involved plumbers fiddling around with the pipes, especially the one coming into your house. This disturbance could have mixed in some particles already in the pipes. Also, if copper, some flux may have remained inside the pipes and it could be photographically active.

I suggest adding a water filter. I use 5 micron filters. Before I had filters, I had whitish residue on negatives that could be squeegied off if the film was still wet, but the squeegie had problems of its own.
