Yes, I can see tiny spots (black) on the negatives. I cannot see anything on the surface when I turn it slightly. They seem to be in, rather than on.
Disregard the remarks about dust in the camera, it would have left clear marks on the film. I am more than a little puzzled by this. Do the marks extend beyond the image? That could be important if caused by something in the chemicals or a defect in the emulsion. Since you have not encountered the problems since changing the chemicals it would seem to eliminate the emulsion.
