Janet I think a couple things here to try.  What I see definitely looks like it was in the water to me. The former pilot in me goes back to my airplane days of when you flip a switch and a problem develops, flip the switch back off again evaluate the situation.  The water change was your flipping the switch.

First any chemistry you mixed with county water would be suspect.  Either separate it out and mix new with distilled water.  Not just the developer but the stop and fix as well.  If I had to guess that it was more likely a problem with the fix but it could be anywhere.  Are you using a hardening fix?  If so it may be more of a problem.  The hardener could be locking the dust into the emulsion.   If you are so inclined you could isolate which step is the problem, but I would use distilled water for all chemistry if I were having the problem.  Distilled water is cheaper than ruined photos or the hassle of testing, or buying additional chemistry.

Now the wash water is a bit more of a problem for me.  Id try washing in the county water because the volume is much higher, but if you can add a filter to the faucet it wouldn't be a bad idea.  Id make sure I used photo flo though and mix that in distilled water as well.  If you got some dust from the wash, the film would have already been fixed and have some protection.  The photo flo should then take care of the rest

Am I allowed to attach this, so you can see the spots I'm talking
about? I thought the answer was obvious, but I've just found some
negatives that look pretty good and were developed during the time
since we converted to county water. Here you can see the spots.

Sorry, if I should not include this for an example. If there's a way
to remove it, and it should be done, I will.
