You might want to try Micro Fasteners
<URL:http://www.microfasteners.com/>.  They have a huge assortment of
nuts, bolts, washers, etc.  And they ship to non-US locations.

That's galvanic corrosion.  It's caused by the contact of dissimilar
metals.  Putting a piece of electrical tape on the aluminum surface
before attaching the steel fasteners would have prevented that
problem.
