I want to use an old f/6.3 uncoated Tessar from a 9 X 14 ICA folding

No. Each uncoated glass to air surface will reflect light, which will
cause a loss of transmission and probably some loss of contrast and
flare. Putting a filter on the front will change none of this. Just
use the lens, being careful to use a good lenshade, or something else to
minimize the amount of light hitting the lens.
