1:4 is the dilution of the concentrate to make a stock
solution. That can be used either full strength or further
diluted 1:1. That is equivalent to diluting the concentrate
1:9. Kodak has times for several films using the greater
dilution. I find times at 1:4 too short for many films. The
more diluted version increases development time about 1.5X
so will give more uniform results in some cases.
