[pure-silver] The fate of a batch of Pyro

My understanding of the active ingredients in pyro developers is that
some of them have very short lifespans. The instructions with WD2D+
indicate that you should mix the developer within about 2 minutes of
use.
I have always assumed that oxidation is killing the developer.
Is this so?
And just how 'harmless' does pyro become after being exposed to
oxygen for, say, 30 minutes? Has it now converted enough of its
toxicity (to some other compund?) to dump down the drain?
If not, is there a compound that can be added to it (in tiny
quantity) to render it safe to dump?
