permission, is odd.

Repackaging is common between manufacturers and
distributors but I don't think it is at all common
between two rival manufacturers.

No, it's done all the time. It's called "filling in the holes in your product line". Most companies realize today that they can no longer cover all the needed price/performance, functionality, etc., points. Those points get filled with equipment from other manufacturers -- usually, competitors. After all, it's the competitors who have the stuff you need!

A couple of examples:

In the computer industry, this practice is totally rampant. The same product will be marketed and sold directly by the original manufacturer and by 136 other manufacturers as well.

Cosina has made a lot of photo equipment for Minolta, Vivitar, and Nikon

Samsung and Phoenix make a lot of photo equipment for other manufacturers and sell the same stuff themselves.

The Honda Pilot is an Isuzu.

The Geo (NUMMI) cars sold by GM were all Toyota Corollas

The Ford Escape is a Mazda

The Jaguar S-series is a Ford Taurus

The Chrysler Crossfire is a Mercedes

The new Saab Aero is a Subaru
