   Blown out highlights come from overdeveloping. T-Max 
films are capable of very high densities and do not shoulder 
off. Those bulletproof highlights actually have detail in 
them if burned in enough. I use T-Max 400 routinely but 
develop about 25% less time than given in the Kodak charts. 
This usually gives me reasonably easy to print negatives. 
However, if you photograph a very contrasty subject no film 
is going to make it printable without some manipulation.
   I occasionally use Rodinal, mostly on LF films. For 
smaller stuff I prefer D-76. Of the two you mentions I 
suspect the concentrated developer, which is Ilford's 
equivalent of HC-110 would give you better results.
