I am pretty sure 16mm motion picture film is still made, at least by Kodak but I don't know of a good source these days. There is an outfit here called Allen Gordon Enterprizes who reloads Kodak 16mm magazines of the sort used in gun cameras. Very expensive. I think a lot of film students also like 16mm rather than video. Kodak has data sheets for its motion picture films on line. The development data is written for automatic machines but one can do some guess work. The standard negative developer is a D-76 type. The formula is on line. However, I've used 35mm Motion Picture Plus-X and D-76 with very good results. The MP people never liked T-Max very well so its not made in MP sizes. There may be special purpose extra-fine-grain film available but I suspect Plus-X in Microdol-X or Perceptol will be the best you can do.
