I'm sure half is better than none. I do it to reduce the risk from Sistan
residue. It still aids the spotting very well.

Kodak Photo Flo has the same wetting agent in it as Sistan. Actually, the Photo-Flo sold in small bottles has two wetting agents, an ionic one and a non-ionic one. The non-ionic one appears to be the same Triton-X as used in Sistan.
There are a number of things that will help when spotting or retouching using dyes. One is to soften the emulsion slightly by putting a little bicarbonate of soda in the water used to dilute the spotting colors. Spot-Tone used to recommend using water with an Alka Seltzer tablet dissolved in it.
