Once in a dilute state, as you're making it, HCA is
only good for only 24 hours.  If you make a stock
solution it will last longer.  Dilute it 1:4

Stock Solution
Sodium Sulfite, dessicated            100.0 grams
Sodium bisulfite                            20.0 grams
Sodium Citrate                              5.0.grams
EDTA Tetra Sodium Salt                  5.0 grams
Water to make                                1.0 liter

Also 10 minutes in HCA is longer than necessary.  5
should be adequate but should do no harm at that
length of time.  Perhaps your HCA time is creating 
the wash problem but if toners were used, that could
be part of the issue as recently discussed. If not
that then the age of the solution perhaps.
  
I wash for 5+ minutes after fixing.  Longer is fine. 
HCA for 5 mins., then an hour wash in a vertical
Kostiner archival washer.  The Kostiner doesn't swap
out the water very fast so hence the longer than
recommended time.  I don't have to watch the prints
since they are all separated so if it goes longer than
an hour its OK by me and hasn't taken up any of my
time.  i.e. I don't have to monitor them.
