Huh? Toners can convert silver to silver selenide or sulfide to
completion. Indirect toners do that, as well as polysulfide.  Where
did you hear they cannot?

Personally, I would use polysulfide toner and make sure residual
thiosulfate is very low using silver nitrate or methylene blue test,
and store them in low humidity condition and be done with archival
issues.
