feedback. All unfixed silver halide is also made permanent.

I should have specified what I thought would be understood, that I was refering to conventional acid rapid fixing baths. Kodak recommends this method for use with Kodak Rapid Liquid Fixer with Hardener. I think they want you to leave out the hardener although that should lower the pH. I have a Kodak publication describing this but its no longer on their web site and I think I may have stored it on a Zip disc. My second Zip drive went west some time ago and I didn't feel like investing in another. So much for Iomega.
The problem with toning after incomplete fixing is that the unfixed halides are all over the place and the toner will cause an overall stain. Essentially both versions of the residual silver test are toners.
The idea is to make sure fixing is complete using a scrap. If it is, fine, if not one can refix in fresh fixer. The subsequent toning will not cause staining.
