For the web it likely wouldn't make that much difference. If the final product
is another print though, you are usually better off scanning the negative.
Now so many variables come into play here. First the scanner makes a great
deal of difference. A dedicated film scanner will most often do a better job
with a negative than a flat bed scanner doing negatives. A dedicated negative
scanner is also going to cost much more and if you are on a budget a flat bed
might meet your needs. The larger format film you need to scan, the more
expensive the film scanner.
