I use it mainly to control contrast when shooting color
transparencies. I shoot transparencies 80% of the time.
I use N- exposure & processing to control B&W contrast. I have used
pre-exposure with B&W, but if N-3 won't pull it in, or it puts the
development time below 5 min, I have used pre-exposure to boost it
back up to N-2 or N-1. Or, I have used water bath development to
reign in high contrast (a polar bear standing in the mouth of a coal
mine in direct sunlight).

You could use N- development and increase time to get back your
contrast.... test, test, test......
The original issue was had anyone the data to perform the "trick" of
pre-exposure...... I think you got some answers, but not many
use this technique at all or frequently. If you add to that the
ability of the user to print successfully ( a master printer could
make gold out of black negatives, some of, myself included could
take a gold negative and make it look like trash....) I think you
have too many variables.....individual variables.
Where are you going on this subject? Help us get there a bit faster.....
