Portriga-Rapid from the late 1970s was very badly fogged.

Portriga-Rapid incorporated developer in the emulsion to make
it develop rapidly.  Fogging would be understandable.

AFAIK Portriga Rapid does not contain any incorporated developer. The "rapid" in the name is because it is about double the speed of the original Portriga which was a very slow paper. Warm tone papers tend to fog faster with age than cold tone papers for some reason. I have had to toss all the Portriga Rapid I had. If the paper is cold stored it may survive better but probably any 25 year old paper will be too fogged for use.
