So you'd recommend using a sealer and then a non-peel and stick type of floor tile? If its the peel and stick type of tile, unless someone has a reason not to Id use a drylock to make sure water didn't seep through to keep it from sticking well. If you go with the ceramic tile the thinset would probably be just fine without it. Lots of different processes, the key is to make sure you follow the manufacturers recommendations. Gut instinct tells me don't paint, then use a peel and stick type of tile. Why? When the paint starts to pull away from the concrete, the tile will start to come up over time with the paint.
