I though that I had read using no filters with Ilford Multigrade IV
papers was equivalent to using the #3 filter. Should this be the case
what would be the difference in the f stop? Should this not be the
case what would the resulting print compare to 2-4?

With a tungsten light source, it is supposed to be a grade 2.
Note that Ilford Multigrade IV FB is harder by roughly a half grade than
its RC counterpart.
I don't know how much light is absorbed by these filters compared to no
filter. I just did a quick test with a light meter, my enlarger
(diffused halogen source) and Ilford Multigrade filter 2 which gives me
a factor of roughly 1.5 but the spectral sensivity of my meter certainly
doesn't match the paper one.
These filters are supposed to give a constant exposure between them
except for grades 4 to 5 where exposure should be doubled. These
exposure factors are valid for a density around 0.60, that is, changing
filter keeps mid-grays but affect both highlights and shadows.
