Pour in Part B slowly.  If you pour it in too fast, it turns into cement. 
If you stir it in slowly, it dissolves quite nicely.

P.S. - Spent a weekend in Toronto last week.  Henry's on Queen St. W. is 
heaven.  Darkroom stuff!  Photographic paper choices!  I wish I lived there.
