I recall using syringes to measure out Rodinal. You can get no-needle ones in 
pet stores.

In wine stores you can get a dispenser of a heavy noble gas (Krypton?) that 
will form a seal on 
top of the liquid in the bottle once you've opened it. Heavy duty saran wrap 
would also work - 
sarandipity....
